A comprehensive and practical guide on how international students can apply to study in Cyprus, from admission to visa issuance.
Step-1: University admission — apply directly or through a consultant
Firstly, the students should review the admission requirements based on their program level (BS, MS, or PhD). The most common and necessary document is the language proficiency test (e.g., IELTS, PTE, or Password Skills Plus Test). Please note TOFEL is banned nowadays, so avoid it. The minimum required scores for these are:
- Overall 5 for IELTS
- PTE 48
- 5.5 for Password Skills Plus Test.

Option-1 : Apply directly (self-application)
- Visit the official website of your desired Cypriot university, e.g.,

- Fill out the application for your relevant program.
- Submit all of the necessary documents required by the university (these usually include education transcripts, a copy of the passport, a personal statement, a bank statement of the sponsor or personal, and the English proficiency proof).
NOTE: If you are trying for a PhD or a master’s, and you are confident, then it suits you. Otherwise, we recommend starting your application with a reliable and registered consultant.
Option-2 : Apply via Educational Consultant/ Agent
Agents assist the students with the course selection, documents preparation, and admission.
Applying through this option helps streamline the process if the student is unfamiliar with the application procedure but students must make sure the consultant/agent is authorized by the Cypriot universities.

Step-2: Documents Attestation Process
After admission is granted, Cypriot authorities require the identification and educational documents to be attested. Documents that typically need attestation are:
- Academic degrees/detailed marks sheets
- Medical report
- Passport
- Police clearance certificate
- Bank statement (requirement of 7,000 Euros)
- Account maintenance certificate
Attestation of the above documents imvolves the following steps:
- If you already have your passport, you need to visit your passport office for attestation of a copy of your passport (first 4 pages on a single A4 page). Then you need to visit the central office of passports in Islamabad or any nearest office to get it attested.
- Matric and intermediate certificates: Step 1: You need to visit the relevant board (where you finished your matric and intermediate) to apply for attestation. Step 2: Visit IBCC in Lahore, Islamabad, or any location that suits you (it takes 7 working days normally). Here, it is very important to get attested degrees plus result cards, and one copy of each document. If your degree has marks printed on it, then you can skip result cards and their copies.
- Now, if you are coming for a master’s, you need to do attestation of a University degree (BS). The process starts from the university and then visit HEC. Check the website of HEC for further details. Note. The same rule applies to the result card, as explained in #1.
- Now, you need to go to any government hospital for medical exams.
- Now, it’s the turn for a police clearance certificate for Khidmat Markaz or the police station.
- Finally, you need two documents from your bank: Doc-1. Bank statement equal to 7000 euros and Doc-2. an account maintenance letter.
- Now, you are almost done after completing the above 6 points. At this stage, you will have the following documents: a passport copy, degrees and/or results cards, a medical certificate, a police clearance report, and two documents from your bank, all of which are attested. Now, you are ready to visit MOFA for attestation of all documents. After you are done with MOFA, you have two options: either you can go to CYprus consulate in Karachi for attestation, or you can simply go for apostille again with MOFA. You can choose a single option from the above two.
- Here, you are fully ready and you just need to deposit your fee and send these ready documents to the college or your consultants (he will arrange the visa application).

Step-3 : Entry Permit (Pre-Visa Authorization)
Once the admission process is completed, Blue Paper will be issued. The student applies to the Migration Department and then receives a scanned copy of the permit via email.

Step-4: Visa Sticker on Passport
After completing the steps you will then be issued your Passport with the Visa Sticker pasted on it, collect it from the Cyprus Consulate upon your appointment.
What to do after arrival?
After arriving in Cyprus, the student will register with the Migration Department and will undergo:
- Medical Tests (commonly for HIV, TB, and Hep. B/C )
- Biometric Data Collection
