A comprehensive and practical guide on how international students can apply to study in Cyprus, from admission to visa issuance.
Step-1: University admission — apply directly or through a consultant
Firstly, the students should review the admission requirements based on their program level (Undergraduate, MS, PhD). The most common and necessary document is the language proficiency test (e.g., IELTS, TOEFL, or Password Skills Plus Test). The minimum required scores for these are:
- Overall 5.5 for IELTS
- 71-72 for TOEFL
- 5.5 for Password Skills Plus Test.
To proceed with the application, students have two options.
Option-1 : Apply directly (Self Application)

- Fill out the application of your relevant program.
- Submit all of the necessary documents required by the university (these usually include education transcripts, copy of passport, personal statement, bank statement of the sponsor or personal, and the language proficiency proof).
Option-2 : Apply via Educational Consultant/ Agent
Agents assist the students with the course selection, documents preparation, and admission fee payment.

Step-2: Documents Attestation Process
After admission is granted, Cypriot authorities require the identification and educational documents to be attested. Documents that typically need attestation are :
- Academic degrees/certificates
- Medical report
- Passport
- Police clearance certificate
- Bank statement (requirement of 7,000 EUROs)
- Account maintenance certificate

Attestation involves both the Local (home country),the academic documents need to be attested by:
- IBCC (matric/intermediate level and takes 7 working days normally),
- All degrees need to be verified by the University first and then attested by HEC (7-10 working days),
- by the Ministry of Foreign Affairs (takes 2 working days if not by courier),
- And Cyprus Consulate in your country (takes 2-4 weeks) or Apostille for a quick process.

Step-3 : Entry Permit (Pre-Visa Authorization)
Once the admission process is completed, Blue Paper will be issued. The student applies to the Migration Department and then receives a scanned copy of the permit via email.

Step-4: Visa Sticker on Passport
After completing the steps you will then be issued your Passport with the Visa Sticker pasted on it, collect it from the Cyprus Consulate upon your appointment.
What to do after arrival?
After arriving in Cyprus, the student will register with the Migration Department and will undergo:
- Medical Tests (commonly for HIV, TB, and Hep. B/C )
- Biometric Data Collection
